Agriculture in general and youth-driven agriculture is not a cost, it is an opportunity in which there is the need to invest

Après l’installation en 2016 de la première promotion des jeunes Maîtres Pêcheurs (MP) formés au Centre de Formation des Jeunes Pêcheurs (CFJP) de BONAMATOUMBE en pêche artisanale maritime, le Ministre de l’Elevage, des Pêches et des Industries Animales a procédé en avril 2018 à la mise en eau de la première promotion des maîtres pêcheurs du Centre d’Alevinage et de Contrôle de Pêche (CACP) de MAGA en pêche artisanale continentale. Au cours du processus d’accompagnement à l’insertion de ces maîtres pêcheurs, quelques différences étaient apparues entre les deux types de pêche, notamment sur les plans de l’organisation, des équipements et des périodes de pêche, la pêche artisanale continentale semblant plutôt saisonnière.

La deuxième promotion des MP est arrivée en fin de formation dans cinq (05) centres de formation, à savoir le CFJP de BONAMATOUMBE, le CACP de MAGA, le CFJP de DEBUNDSCHA, le centre de pêche de LONDJI et le centre de pêche de BELABO.

Une troisième promotion des MP vient d’entrer en formation dans huit (08) centres de formation, les centres de LAGDO, de MBAKAOU et de MOUANKO s’étant ajoutés aux cinq ci-dessus.

Since its beginning in 2008, the Support Program for the Renovation and Development of Professional Training in the agriculture, livestock and fisheries sectors (AFOP) has focused its attention on the training and settlement of young professional farmers and fishermen in Cameroon.

In its first phase that lasted from 2008 to 2012, AFOP program focused its attention on renovating and developing an agricultural and rural training system that placed young Cameroonians at the heart of its action. The overarching goal of this phase was to upgrade the qualification of rural actors in general and youths in particular in order to improve on their socio-professional integration in the agriculture, livestock and fisheries sectors. This consisted in the development of new training frameworks focused on the competency-based training approach with the aim of helping learners to build skills necessary for self-employment, the provision of services and the creation of jobs and wealth in the agro-pastoral and fisheries sectors.

Other areas targeted by the program included the revamping of curriculum contents, the modernisation of pedagogic methods, the rehabilitation of infrastructure to enhance the learning environment, the provision of didactic materials and tools, the employment, training and revalorisation of the salaries of teaching and support staff in order to motivate them towards a higher and sustained output.

From 2012 to 2016 AFOP concentrated on the consolidation of the achievements of the previous phase but also worked to develop a support system for the settlement of the trained youths. The system thus developed was launched in September 2014.  Since then, some 3086 of the 7000 young farmers who were trained, received grants amounting to some 4.5 billion francs CFA for the implementation of their farm projects. 

The third phase of the program that initiated in 2017 shall phase out in 2021. Emphasis during this phase shall be on the perfection of the functions so far developed in order to perpetuate training and continue the sustainable settlement of the trained youths. The ultimate goal is to preserving the training and settlement systems so far developed by the program by ceding to the state and local councils the perfected functions, tools and procedures. In order to succeed in phasing out while keeping its action alive, the program is working to intensify the involvement of territorial actors and staff from MINADER and MINEPIA who will eventually take over both its basic and support functions as the program phases out by 2021.
